Bonus Payments Recognise Village Contributions as the Green Climate Fund -1 (GCF-1) concludes
As the GCF-1 of the GIZ Laos’ Climate Protection through Avoided Deforestation (CliPAD) Project reaches its conclusion, 240 villages across Luang Prabang, Houaphanh, and Sayaboury provinces are being recognised through bonus payments for their demonstrated commitment to forest protection and sustainable land use.
With a total allocation of EUR 2.4 million, the bonus payments acknowledge villages that have successfully protected forest areas in line with technical recommendations and guidance provided by the project, as well as their overall contribution to the Reducing Emissions from Deforestation and Forest Degradation (REDD+) framework. These achievements reflect strong community engagement and compliance with agreed forest management measures supported under GCF-1.
The bonus payment mechanism is designed as a village-level, performance-based incentive, recognising collective action rather than individual performance. It aims to both reward results achieved under GCF-1 and reinforce continued community ownership of forest protection outcomes.
Clear principles guide the use of the bonus payments at village level. At least 20 percent of the funds received by each village are allocated to continued forest protection activities, such as forest management, monitoring, and conservation-related actions. The remaining portion supports community-identified development priorities, including sustainable agricultural production, basic village infrastructure, construction or improvement of village meeting halls, and other activities agreed through participatory village decision-making processes.
By linking forest protection achievements with locally driven development needs, the bonus payment mechanism supports both environmental sustainability and community livelihoods. It also helps strengthen transparency, accountability, and long-term engagement in sustainable forest management beyond the project period.
The bonus payments mark an important achievement in the successful delivery of community-level results under GCF-1 and highlight the central role of local communities in achieving forest and climate outcomes under the CliPAD framework. The CliPAD project is implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the GCF.
