    Green Climate Fund Phase 1 (GCF-1) closure highlights village-led forest protection across northern Lao PDR

    Village-led action to protect forests and strengthen livelihoods across northern Laos has reached an important milestone with the completion of the first phase of a major climate and forest programme.

    The   Climate Protection through Avoided Deforestation (CliPAD) programme, in close cooperation with the Department of Forestry , Ministry of Agriculture and Environment convened the GCF-1 closure event in Vientiane Capital. The event brought together representatives from government, development partners and programme teams to reflect on progress and discuss the way forward.

    The first phase, formally titled Implementation of Governance, Forest Landscapes and Livelihoods (I-GFLL), has supported national and sub-national authorities and communities in Luang Prabang, Houaphanh and Sayaboury provinces to strengthen forest governance, land-use planning and sustainable livelihood approaches.

    Through participatory land-use planning, village forest management and improved monitoring systems, communities and local authorities have worked together to define land-use boundaries, protect forests and adopt more sustainable agricultural practices. These efforts translate national climate commitments into practical action at village level while strengthening transparency and accountability.

    Communities at the centre of climate action

    A defining feature of the programme has been its emphasis on village leadership.

    Rather than treating communities solely as beneficiaries, the programme supports villages to take an active role in managing and protecting their forests while balancing livelihood needs.

    Under the results-based Emission Reduction framework, 240 villages across the three provinces have been recognised for their collective efforts in forest protection. A total of EUR 2.4 million in bonus payments has been allocated to participating villages.

    At least 20 percent of these funds are dedicated to continued forest protection activities, while the remainder supports locally identified priorities such as improving infrastructure, strengthening community facilities and promoting sustainable agriculture. This approach reinforces local ownership and supports long-term forest conservation.

    Contribution to national and global climate goals

    Co-financed by Germany and the Green Climate Fund, CliPAD is a EUR 62 million programme contributing to Lao PDR’s Emission Reduction Programme and Nationally Determined Contributions under the Paris Agreement.

    By the end of the programme, these combined efforts aim to reduce 11.7 million tonnes of carbon dioxide equivalent (tCO₂eq) while strengthening sustainable livelihoods at village level.

    The completion of the first phase demonstrates how Reducing Emissions from Deforestation and Forest Degradation (REDD+) can be translated into practical, village-led solutions at scale.

    Transition to the next phase

    The closure of GCF-1 marks a transition rather than an endpoint.

    Building on the systems, partnerships and experience developed during the first phase, the next phase will expand support to Bokeo, Luang Namtha and Oudomxay provinces while continuing engagement in the original provinces. The next phase is titled Scaling up Implementation of Governance, Forest Landscapes Management (SU I-GFLM).

    The programme will continue working closely with national and sub-national authorities to ensure that village-level action remains aligned with Lao PDR’s long-term climate and forest strategies.

    On International Drone Day, we highlight how innovation supports real change on the ground.

    In Lao PDR, GIZ, through the Climate Protection through Avoided Deforestation (CliPAD) project is introducing drone technology to support forest monitoring, land use planning, and restoration, especially in remote areas.

    Drones provide real-time data that helps detect forest changes, map land boundaries, and support more informed and timely decision-making.

    At the same time, capacity building is a key focus. Government partners at national and provincial levels are being trained to operate drones, process data, and apply the information in their day-to-day work. This helps ensure that the technology is not only used effectively, but also sustained beyond the project, strengthening long-term ownership and institutional capacity.

    This shows how combining innovation with local capacity development can make climate solutions more practical, scalable, and sustainable.     GIZ contributes to Climate-Smart Agriculture exchange in Luang Prabang.

    GIZ, through the Climate Protection through Avoided Deforestation (CliPAD) project, co-organised a Climate-Smart Agriculture (CSA) workshop with Helvetas recently at the Provincial Agriculture and Environment Office in Luang Prabang, bringing together partners to exchange practical solutions for more climate resilient farming systems and strengthening collaboration between development projects, government partners, local communities and private sectors.

    GIZ contributed by sharing technical inputs, participating in knowledge exchange sessions, and hosting a dedicated booth to showcase how sustainable agriculture, forest protection, and local livelihoods are closely linked in practice.

    From 8 to 10 April 2026, the Green Climate Fund (GCF) convened its Global Conference with Indigenous Peoples in Songdo, bringing together partners, policymakers, and Indigenous representatives from across regions to advance more inclusive approaches to climate finance.

    The conference provided a platform to exchange lessons from GCF-supported initiatives, recognise the importance of Indigenous knowledge systems, and explore practical ways to improve direct access to climate finance for Indigenous Peoples. Discussions also focused on how policies and programmes can better reflect local realities and strengthen partnerships with communities on the ground.

    Representing GIZ in Lao PDR, Yiaheu Touavang contributed insights from ongoing work in the country, highlighting how community engagement is embedded throughout climate initiatives. Drawing on the Implementation of the Lao PDR Emission Reductions Programme through improved governance and sustainable forest landscape management, he shared how inclusive approaches are applied across project design, planning, implementation, and benefit-sharing processes, ensuring that ethnic groups are actively involved and able to shape outcomes that affect their livelihoods and environments.

    This experience demonstrates how structured approaches can translate global climate finance principles into practical, locally led action. It also reinforces a key lesson from the conference: climate solutions are more effective and sustainable when they are inclusive, participatory, and grounded in local knowledge.

    The outcomes of the conference will contribute to ongoing efforts to operationalise the GCF Indigenous Peoples Policy and scale up inclusive, locally led climate solutions globally, while continuing to inform approaches in partner countries such as Lao PDR.     Strengthening village ownership for forest protection in HouaySoua Village

    GIZ, together with local partners and villagers in HouaySoua Village, Paktha District, Bokeo Province, implemented activities under the Village Forest Management Plan (VFMP) and the Village Forest and Agriculture Grants (VFAG) to support the Annual Operation Plan (AOP).

    A total of around 40 villagers, both men and women, participated in the AOP review, consultation meetings, and the introduction of the Grievance Redress Mechanism (GRM). These discussions provided a platform for community members to share their perspectives, raise concerns, and reach a common understanding on forest management and implementation.

    Following the consultations, villagers jointly carried out practical activities, including forest boundary demarcation across different forest categories, boundary monitoring and patrolling, as well as exercises on forest fire monitoring and control, and basic silviculture practices.

    In parallel, members of the Village Forest and Agriculture Grants Committees (VFAGCs) worked on the calculation of the AOP budget and preparation of payments to participating villagers. This process contributed to strengthening transparency, accountability, and trust within the community.

    As a result, villagers have strengthened both their technical capacities and their collective ownership of forest management. They are better equipped to manage forest resources, respond to risks, and implement agreed activities in a coordinated manner.

    This contributes to more effective and sustainable forest management at village level, while reinforcing community ownership as a key foundation for long-term impact. These activities are implemented by the Climate Protection through Avoided Deforestation (CliPAD) project, co-financed by Germany and the Green Climate Fund. With a total volume of EUR 62 million, CliPAD contributes to Lao PDR’s Emission Reduction Programme and Nationally Determined Contributions (NDCs), aiming to reduce 11.7 million tonnes of CO₂ equivalent while strengthening sustainable livelihoods at village level.

    From highland village to a model of sustainable livelihoods

    Nahieng village is in the high land of Xamtay District Houaphan Province with a total area of 4,364.27 hectares, and roughly 27 kilometers from the city. The village is Hmong ethnic group, and their main activity is cropping.

    The CliPAD project began implementation in Nahieng village in 2021, and it successfully implemented several key activities in the village, including: Free Prior Informed Consent (FPIC), Participatory Land Use Planning (PLUP), Village Forest and Agriculture Grants (VFAG), Promotion of Sustainable Agriculture Practices (PSAP), Village Forest Management Plan (VFMP).

    Through these activities, the village’s land has been systematically categorized, allocating 3,414.15 Hectares for agriculture land, 870.66 hectares for forest land and 85.43 Hectares for other land out of the total village area of 4,364.27 hectares. To bolster local livelihood, the project provided 10,794 Euros to 29 target families. This investment budget is to support agriculture activities including 21 households planting coffee, 6 households planting tea, and 2 households planting galanga.

    Additionally, from 2022 to the present, the village received a cash for work budget of 6,869 Euros to support its Annual Operation Plan (AOP). This budget was utilized for forest boundary demarcation, forest patrolling, fire monitoring and control and assisting natural regeneration. Furthermore, in 2025 the village successfully met forest cover assessment criteria, and it was awarded a performance bonus of 9,717 Euros.

    Finally, the agricultural activities of 29 participating families are now yielding market – ready products. Coffee production has been particularly successful, with an average harvest of approximately 1.5 tons per household, expected to generate around 30–40 million LAK in income this year. However, the village plans to use 80% of the bonus payment as Village Development Fund (VDF) which villagers can access as low-interest loans to improve their livelihoods and 20% to implement forestry activities. “Coffee cropping significantly helps our villagers improve their livelihoods.,” stated Mr. Houawa, the Village Chief of Nahieng.

    Nahieng village, nestled in the highlands of Xamtay District, Houaphan Province, covers a total area of 4,364.27 hectares and lies approximately 27 kilometers from the district center. Home to a Hmong community, the village has long relied on agriculture as its primary livelihood. Today, it stands as a strong example of how sustainable development initiatives can transform rural communities.

    Since 2021, the CliPAD project has been working closely with Nahieng village to promote inclusive, sustainable land and forest management. Through key processes such as Free, Prior and Informed Consent (FPIC) and Participatory Land Use Planning (PLUP), villagers have actively shaped decisions about their land and resources. Complementary initiatives including Village Forest and Agriculture Grants (VFAG), the Promotion of Sustainable Agriculture Practices (PSAP), and the Village Forest Management Plan (VFMP) have further strengthened local capacity and ownership.

    As a result, land use in Nahieng is now clearly defined and sustainably managed. Of the total village area, 3,414.15 hectares have been allocated to agriculture, 870.66 hectares to forest conservation, and 85.43 hectares to other uses. This structured approach has not only improved land governance but also laid the foundation for long-term environmental protection and livelihood development.

    To support economic growth, the project invested 10,794 Euros in 29 target households, enabling them to diversify and expand their agricultural activities. Among them, 21 households are cultivating coffee, 6 are growing tea, and 2 are producing galanga. In addition, from 2022 to the present, the village has benefited from 6,869 Euros under the Cash for Work scheme to implement its Annual Operation Plan. These activities include forest boundary demarcation, regular forest patrolling, fire prevention and control, and assisted natural regeneration.

    The village’s strong commitment to forest protection and sustainable practices was recognized in 2025, when Nahieng successfully met forest cover assessment criteria and was awarded a performance-based bonus of 9,717 Euros. Demonstrating forward-thinking leadership, the community agreed to allocate 80% of this bonus to a Village Development Fund (VDF), offering low-interest loans to support livelihood improvements, while the remaining 20% will continue to fund forestry activities.

    Today, the results of these collective efforts are becoming visible. The 29 participating households are now producing market-ready agricultural products, with coffee emerging as a standout success. On average, each household harvests approximately 1.5 tons of coffee, generating an estimated income of 30–40 million LAK this year. This marks a significant step forward in improving household incomes and economic resilience.

    “Coffee cultivation has significantly improved the livelihoods of our villagers,” shared Mr. Houawa, the Village Chief of Nahieng. Nahieng village’s experience demonstrates how empowering communities, strengthening land governance, and investing in sustainable practices can deliver tangible and lasting benefits. It serves as an inspiring model for other rural communities striving toward sustainable development and improved livelihoods.

    Strengthening Sub-National Forest Monitoring under Climate Protection through Avoided Deforestation (CliPAD)

    In February 2026, a five-day technical training was conducted in Mueng District, Bokeo Province, focusing on strengthening operational capacity for the Provincial Deforestation Monitoring System (PDMS) and the integration of Unmanned Aerial Vehicle (UAV)/Drone technology into forest monitoring processes.

    The activity was implemented under Climate Protection through Avoided Deforestation (CliPAD), a EUR 62 million project co-financed by Germany and the Green Climate Fund. CliPAD contributes to Lao PDR’s Emission Reduction Programme and Nationally Determined Contributions (NDCs) by creating incentives to reduce emissions from deforestation and forest degradation.

    Why this matters?

    While national-level systems such as the National Forest Monitoring System (NFMS) provide strategic oversight, effective forest governance depends on strong implementation capacity at provincial and district levels. Sub-national authorities are responsible for verifying forest disturbance alerts, conducting field inspections, and generating structured monitoring reports.

    Strengthening their technical and operational capacity ensures that monitoring systems are actively used for timely and transparent forest management.

    What was covered?

    The five-day program combined theory, system configuration, and practical application:

    • Operational management of the Provincial Deforestation Monitoring System
    • Data upload, dashboard interpretation, and report generation
    • Standardized monitoring report development
    • Field simulations for disturbance verification
    • Hands-on deployment of Unmanned Aerial Vehicles (DJI Air 2S) for aerial validation and visual documentation

    Participants also discussed institutional roles and coordination mechanisms to ensure long-term sustainability of monitoring systems at sub-national level.

    By strengthening the operational use of the Provincial Deforestation Monitoring System and integrating Unmanned Aerial Vehicle technology into verification processes, the initiative:

    • Improves timely detection and validation of forest disturbances

    Farmers learning from farmers, strengthening sustainable agriculture under CliPAD

    Under the Promotion of Sustainable Agricultural Practices (PSAP) component of the Climate Protection through Avoided Deforestation (CliPAD) project, a Farmer-to-Farmer Study Trip was recently organized to strengthen practical learning and peer-to-peer knowledge exchange among farmers and agricultural stakeholders.

    The activity brought together 61 participants, including 21 women, comprising representatives from the Provincial Agriculture and Environment Office (PAEO), District Agriculture and Environment Office (DAEO), GIZ advisors, and farmers from four target districts: Phonthong, Viengkham, Xiengngern, and Nan in Luang Prabang Province, Northern Laos. The study trip aimed to promote sustainable and non-chemical agricultural practices while enhancing farmers’ technical capacities and broadening their perspectives through explore more diverse crop production models.

    Participants visited multiple learning sites across northern Lao PDR, including:

    • Fruit tree plantations in Nam Bark District, Luang Prabang Province, focusing on integrated fruit tree plantations and maintenance techniques
    • Vegetable home gardens, including vegetable production in greenhouses in Xay District, Oudomxay Province[ML1] , highlighting organic pest and disease management
    • Paddy fields and rubber plantations in Luang Namtha Province, covering rice seed management, harvesting, variety selection, rubber budding and tapping

    Through direct observation and experience sharing, the Farmer-to-Farmer Study Trip supported the objectives of the PSAP component by enabling farmers to identify practical approaches that can be adapted based on their capacity and local contexts, contributing to more sustainable, climate-resilient, and deforestation-free agricultural practices and diversifying their livelihood activities.
