    Bonus Payments Recognise Village Contributions as the Green Climate Fund -1 (GCF-1) concludes

    As the GCF-1 of the GIZ Laos’ Climate Protection through Avoided Deforestation (CliPAD) Project reaches its conclusion, 240 villages across Luang Prabang, Houaphanh, and Sayaboury provinces are being recognised through bonus payments for their demonstrated commitment to forest protection and sustainable land use.

    With a total allocation of EUR 2.4 million, the bonus payments acknowledge villages that have successfully protected forest areas in line with technical recommendations and guidance provided by the project, as well as their overall contribution to the Reducing Emissions from Deforestation and Forest Degradation (REDD+) framework. These achievements reflect strong community engagement and compliance with agreed forest management measures supported under GCF-1.

    The bonus payment mechanism is designed as a village-level, performance-based incentive, recognising collective action rather than individual performance. It aims to both reward results achieved under GCF-1 and reinforce continued community ownership of forest protection outcomes.

    Clear principles guide the use of the bonus payments at village level. At least 20 percent of the funds received by each village are allocated to continued forest protection activities, such as forest management, monitoring, and conservation-related actions. The remaining portion supports community-identified development priorities, including sustainable agricultural production, basic village infrastructure, construction or improvement of village meeting halls, and other activities agreed through participatory village decision-making processes.

    By linking forest protection achievements with locally driven development needs, the bonus payment mechanism supports both environmental sustainability and community livelihoods. It also helps strengthen transparency, accountability, and long-term engagement in sustainable forest management beyond the project period.

    The bonus payments mark an important achievement in the successful delivery of community-level results under GCF-1 and highlight the central role of local communities in achieving forest and climate outcomes under the CliPAD framework. The CliPAD project is implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the GCF.

    Participatory Land Use Planning (PLUP) in Phonkham Village, Hiem District, Houaphanh Province

    From 14–18 November 2025, the GIZ’s Climate Change Protection Through Avoided Deforestation (CliPAD) project worked hand in hand with Phonkham villagers and district partners to carry out the Participatory Land Use Planning (PLUP) process. This activity represents an essential foundation for village-level natural resource governance, helping communities reflect on how their land and forests are used today and how they should be protected for the future. The opening sessions introduced the purpose of PLUP and emphasized its importance to local development, particularly in a province known for its rich forest landscapes and biodiversity. Through these discussions, villagers gained a clearer understanding of their responsibilities in managing natural resources, while also recognizing the long-term benefits of sustainable land-use planning.

    Throughout the week, the community and district technical teams collaborated closely across several key steps, including detailed area surveys, community consultations, participatory mapping exercises, and the development of community agreements for forest and land management. These activities ensured that local knowledge, cultural practices, and livelihood needs were reflected in the planning process. Villagers actively contributed to identifying the three types of forest areas, discussing biodiversity priorities, and agreeing on future land-use zones. The participatory mapping in particular created an opportunity for open dialogue, where different generations shared their understanding of fields, forest boundaries, water sources, and areas of cultural significance. This strengthened community ownership and helped build a shared vision for the village’s natural resources. By the end of the activity, the PLUP process had not only produced a technically sound land-use plan but also helped reinforce trust, local leadership, and collective responsibility among villagers. The strong participation demonstrated the community’s commitment to protecting their forests, safeguarding biodiversity, and supporting long-term climate resilience in Houaphanh Province. Protecting forests and biodiversity is a shared responsibility, and PLUP serves as a practical tool that empowers villagers to make informed decisions that support a healthier and more sustainable environment for future generations.

    Lao PDR’s Forest-Climate Work in the Spotlight at COP30

    At the 30th Conference of the Parties (COP30), the annual meeting of the United Nations Framework Convention on Climate Change (UNFCCC) in Belém, Brazil, Lao PDR’s forest and land-use work took centre stage in a high-level session at the German Climate Pavilion titled “Leveraging climate finance: rainforests at the heart of transformation.”

    Hosted jointly by the Green Climate Fund (GCF) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the event showcased how targeted climate finance can deliver transformational impacts in rainforest countries, with Lao PDR and Indonesia highlighted as key examples.

    According to GCF’s partner communication, the Lao PDR Emission Reductions Programme, implemented through FP117, was selected as one of only ten GCF projects to be showcased on site at COP30 – a strong signal of confidence in the country’s forest-climate efforts.

    Lao PDR’s GCF-funded programme: FP117 and FP200

    The session focused on GCF’s investment in Lao PDR through two projects:

    • FP117 – Implementation of the Lao PDR Emission Reductions Programme through improved governance and sustainable forest landscape management
    • FP200 – Scaling up the implementation of the Lao PDR Emission Reductions Programme through improved governance and sustainable forest landscape management (Project 2)

    Both are implemented by GIZ on behalf of the Government of Lao PDR and are embedded in one overarching programme that supports the transition to sustainable, climate-resilient forest and landscape management in six northern provinces.

    The overarching programme aims to:

    • Reduce approximately 11.7 million tCO₂e over the combined seven-year implementation period of Projects 1 and 2.
    • Directly increase the resilience of more than 273,000 villagers and 2.1 million hectares of ecosystems in northern Lao PDR.
    • Strengthen forest governance, including REDD+ funding mechanisms, land-use planning and law enforcement.
    • Address agricultural drivers of deforestation and promote climate-resilient, deforestation-free value chains.

    Laos at the heart of the “rainforests” discussion

    At the German Climate Pavilion event, GIZ Managing Director Ingrid-Gabriela Hoven presented FP117 as concrete cases of how climate finance can unlock systemic change in forest landscapes. Public information about the session describes it as showcasing “successful initiatives in Laos and Indonesia” and highlighting the link between rainforest protection, local livelihoods and sustainable development.

    The panel brought together:

    • Kristin Lang – Green Climate Fund
    • Valerie Hickey – The World Bank
    • Ingrid-Gabriela Hoven – GIZ Managing Director
    • Endah Tri Kurniawaty – Indonesian Environment Fund / Badan Pengelola Dana Lingkungan Hidup (BPDLH)

    Together, they discussed:

    • How GCF’s forest and land-use portfolio, including the Lao PDR programme, is evolving to deliver larger-scale impacts.
    • How climate finance can strengthen governance, empower indigenous peoples and local communities, and mobilise additional public and private finance for forests.
    • Why rainforests including the remaining forests in Lao PDR are essential not only for climate mitigation, but also for biodiversity conservation and rural livelihoods.

    A moment of recognition for Lao PDR

    For Lao PDR and all partners working on FP117 from national ministries to provincial authorities, village leaders and civil society and being showcased at COP30 is significant recognition:

    • It confirms that Lao PDR’s forest-climate efforts are seen as globally relevant examples of how climate finance can drive real transformation.
    • It highlights that investments in forest governance, participatory land-use planning, sustainable agriculture and benefit-sharing in northern Lao PDR are now part of the global rainforest narrative.

    As the world looks to rainforests for solutions to the climate crisis, Lao PDR’s forests and the communities who manage them now feature visibly in the global climate finance debate.

    Participatory Forest Management in Phoutin Village, Nalae District, Luangnamtha Province

    As part of the 2025 Annual Operational Plan (AOP), the Climate Protection through Avoided Deforestation (CliPAD) project collaborated with villagers and local authorities in Phoutin Village, Nalae District, to strengthen participatory forest governance and support the sustainable management of village forest resources.

    During this activity consisted of forest patrolling, reviewing priority areas for protection, and worked with villagers to classify the forest into three designated types (protection, conservation, and production). This process helps clarify which areas require strict safeguarding, which are managed for biodiversity values, and which can be used for regulated community needs such as non-timber forest products. The activity also included hands-on demonstrations on forest fire prevention and discussions around long-term forest restoration and management measures.

    Key outcomes of the activity include:

    • Strengthened village awareness of forest functions and clear roles in protection and sustainable use
    • Improved coordination between villagers, DAFO, and the CliPAD project on forest governance
    • A shared understanding of fire risks and practical prevention strategies prior to the dry season
    • A stronger basis for future restoration activities and village-level planning under the AOP

    By combining community knowledge with technical support, Phoutin Village is taking important steps toward healthier forest ecosystems, reduced fire risks, and enhanced resiliencecontributing to Lao PDR’s climate commitments and long-term sustainable forest management goals.

    From 04–07 September 2025, the Village Forest and Agriculture Grants (VFAG) under the GIZ – Climate Protection through Avoided Deforestation Project (CliPAD) facilitated a series of village-level meetings in Tindoy and Hua Nambak villages, Long District, Luang Namtha Province. For the two-village as mentioned is Akha ethic group in the project’s activity implementation. The purpose was to formally establish VFAG Committees and endorse village bylaws that will guide the management of the grants.

    The meetings were co-chaired by Mr. Phoutsongkan Siriphong, Vice Head of the District Agriculture and Forestry Office (DAFO) in Long District, and Ms. Khankeo Chanthakoman, Vice President of the Lao Women’s Union (LWU). Their joint leadership highlighted the collaboration between technical and community organizations, ensuring that the process addressed both technical standards and local inclusion. As an outcome, both villages successfully elected three committee members to serve key functions:

    • Head of VFAG Committee – responsible for overall leadership and decision-making.
    • Accountant – responsible for transparent record-keeping and budgeting.
    • Cashier – responsible for day-to-day fund handling and accountability.

    To strengthen the committees’ ability to fulfill these roles, the activity also included a financial management training session. This training equipped committee members with knowledge and practical tools to ensure transparent, accountable, and effective use of VFAG resources. By introducing basic accounting principles, financial reporting, and monitoring practices, the training directly supports good governance at the village level. A total of 123 participants, including 40 women, actively engaged in the meetings. This diverse participation reflects both strong local interest in VFAG and the commitment to inclusive decision-making. The involvement of women in both the discussions and committee roles is particularly significant, as it reinforces gender equity in community forest and land management.

    Why this matters

    The establishment of VFAG Committees and bylaws is not only an administrative step but also a cornerstone for sustainable forest and land management in Long District. Through this process:

    • Communities gain ownership and responsibility over local resources.
    • Transparent financial systems increase community trust and participation.
    • Gender inclusion strengthens social equity and balanced decision-making.

    By empowering communities to self-manage funds for forest protection and sustainable agriculture, this initiative contributes to CliPAD’s broader goals: reducing deforestation, promoting climate resilience, and improving the livelihoods of rural households.

    With strong community structures now in place, Tindoy and Hua Nambak villages are better prepared to manage their forest and agricultural resources in ways that support both people and the environment.

    GIZ Laos at the 4th Mekong Regional Land Forum

    From 17–19 September 2025, the Mekong Region Land Governance (MRLG) Project and partners hosted the 4th Mekong Regional Land Forum in Bangkok, Thailand. With the theme “Transformative Change for People, Land, and Climate in the Mekong”, the Forum convened more than 200 participants from across Cambodia, Lao PDR, Myanmar, and Vietnam (CLMV). Delegates represented government, civil society, academia, Indigenous Peoples’ organizations, development partners, and the private sector.

    The Forum provided a critical space to reflect on pressing questions:

    • How can secure land rights contribute to climate solutions?
    • What does a just transition in agriculture and food systems look like in practice?
    • How can multi-stakeholder alliances influence policies that shape people’s lives and livelihoods?

    Our colleague Dr Soytavanh Mienmany (GIZ CliPAD) represented GIZ Laos on the panel “Towards Nature-Positive Food Systems in the Mekong Region”. In her presentation, Soytavanh highlighted how sustainable land governance in Lao PDR is not just about conserving forests, but also about helping farmers and communities to improve  and build their livelihoods, enhance resilience, and share the benefits of sustainable development.

    Her message resonated with participants: when we protect nature and support people at the same time, societies become stronger and more resilient.

    Why It Matters

    The Mekong region is at a crossroads. Agricultural expansion continues to drive deforestation, while smallholders and vulnerable groups face mounting climate risks. The Forum underscored that responsible investment, inclusive governance, and recognition of customary tenure rights are essential to shift away from business-as-usual.

    For GIZ CliPAD, the Forum reaffirmed the relevance of our work on:

    • Participatory land-use planning and community-based approaches,
    • Sustainable forest management and protection of ecosystem services, and
    • Strengthening resilience in rural livelihoods through inclusive and gender-responsive policies.

    So What?

    Beyond technical discussions, the Forum was a reminder that land is about people. Decisions on land use and governance determine who has food on the table, who secures income, and who bears the heaviest impacts of climate change.

    By contributing Lao PDR’s perspective, and through the voice of colleagues like Dr Soytavanh, GIZ CliPAD is helping shape the regional dialogue on how to align climate, land, and livelihoods for a sustainable future.

    ToT Drone for forestry officials

    Drones Empowering Climate Action in Laos

    Monitoring forests in Laos is a major challenge, especially in areas without road access and across rugged landscapes. To address this, the Climate Protection through Avoided Deforestation (CliPAD) project, implemented by GIZ Laos, organized an intensive Training of Trainers for central-level forestry officials on the use of drones (Unmanned Aerial Vehicles, UAVs) and digital tools to strengthen the Provincial Deforestation Monitoring System (PDMS).

    This training equipped participants with practical knowledge and hands-on skills in drone operation, digital mapping, and data management. Officials were introduced to Geographic Information System (GIS) software such as QGIS, Google Earth Pro, and ArcGIS, alongside web-based dashboards and applications for real-time data collection and monitoring. They also practiced using tools including Open Data Kit (ODK), OruxMap, Google Satellite, BringMap, and supportive platforms such as Microsoft Teams, Gmail, and Total Commander. These tools and practices will make forestry monitoring more efficient by providing real-time images that allow inaccessible areas to be identified more easily, saving both time and resources while supporting efforts to reduce greenhouse gas emissions.

    Building on this achievement, CliPAD is now developing a concept note to mainstream the use of drones in other areas of work. These include Participatory Land Use Planning (PLUP 2.0), Village Forest Management Plans (VFMP), Forest Landscape Restoration (FLR), and Promoting Sustainable and Deforestation-Free Agriculture Practices (PSAP). Drones can also play a key role in boundary demarcation, supporting the Grievance Redress Mechanism (GRM) for land conflicts, monitoring deforestation detected by PDMS, and identifying degraded areas with high potential for restoration.

    Through these efforts, CliPAD aims to build long-term capacity among its government partners including the National Protected Areas Authority (NPA), Provincial Agriculture and Environment Offices (PAEO), Provincial Forestry Inspectors (PoFI), District Agriculture and Environment Offices (DAEO). By integrating innovative drone technology into forestry and land management systems, Laos is taking important steps towards protecting its forests, restoring landscapes, and contributing to global climate action.

    Connecting People and Nature: Building Regional Capacity for Biodiversity Conservation and Human Well-being

    From 1–4 September 2025, the Climate Protection through Avoided Deforestation (CliPAD) – GIZ Laos team joined regional peers, Khao Yai (Thailand) for a four-day modular training on Biodiversity Conservation and Human Well-being. The training builds on the long-standing Isle of Vilm seminar series in Germany (since 1999) and was delivered in close cooperation with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the International Union for Conservation of Nature (IUCN), the ASEAN Centre for Biodiversity (ACB), the Asia Protected Areas Partnership (APAP), and the Sector Network Natural Resources and Rural Development Asia and the Pacific (SNRD AP).

    The programme brought together 12 participants from across Asia, representing organisations such as GIZ (Lao PDR, the Philippines, and Indonesia), the Department of Fisheries and Forest Department, the French Agency for Development (Bangladesh), the Sarawak Forestry Corporation (Malaysia), the Asia Community Foundation (Indonesia), the Ministry of National Development Planning (Indonesia), and Fauna & Flora (India). This diverse participation provided a strong foundation for cross-country learning and networking.

    Throughout the training, participants examined the urgent challenges facing biodiversity from climate change, unsustainable land use, and overexploitation and explored its links to global frameworks such as the Sustainable Development Goals (SDGs), the Convention on Biological Diversity (CBD), the Paris Climate Agreement, the One Health approach, and the Kunming–Montreal Global Biodiversity Framework’s 2030 goals, including the commitment to protect 30% of land, waters, and oceans.

    Sessions combined technical input with interactive, practice-oriented learning. Participants worked with approaches such as Nature-based Solutions (NbS) and the Red List of Ecosystems, and engaged with tools developed by IUCN, including the Restoration Opportunities Assessment Methodology (ROAM), the Urban Nature Indexes (UNI), the IUCN Green List, and Other Effective Area-based Conservation Measures (OECM). Modules also addressed marine, coastal, and wetland ecosystems, biodiversity financing, and strategies for integrating biodiversity values into national and community-level development planning. Peer-to-peer exchanges, marketplace sessions, and group work on co-designing landscape and seascape strategies made the training highly participatory.

    A highlight was the field trip to Khao Yai National Park, which offered practical insights into ecosystem protection, biodiversity-friendly management, and community engagement including a memorable night safari that connected classroom discussions to real-world conservation challenges.

    Key takeaways emphasized that cross-border collaboration, integration of biodiversity-friendly practices into policies and daily operations, and strong fellowship networks are essential for sustaining long-term action. Participants also reflected on the importance of linking biodiversity conservation with ongoing REDD+ awareness and community engagement to bridge global frameworks with local realities.

    Strengthening Clean Air Action in Lao PDR: Stakeholders Co-Create Pilot Ideation Concepts under Southeast Asia Climate and Clean Air Initiative (SEACAI) and Climate Protection through Avoided Deforestation (CliPAD) Support

    Vientiane, Lao PDR – 8 August 2025 – The Southeast Asia Climate and Clean Air Initiative (SEACAI), jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Swiss Agency for Development and Cooperation (SDC), and the French Research Institute for Development (IRD) with funding from the Agence Française de Développement (AFD), convened a diverse group of stakeholders from government agencies, development partners, and technical experts in Vientiane for a national ideation workshop aimed at co-developing country-specific demonstration pilots to improve air quality and mitigate climate impacts in Lao PDR.

    Running from 2025 to 2028, SEACAI focuses on reducing Short-Lived Climate Pollutants (SLCPs) such as black carbon and methane, which are major contributors to both global warming and local air pollution. In Lao PDR, these pollutants often result from open burning of agricultural residues, forest fires, and unsustainable land management practices. The workshop, aligned with Output 3 of the SEACAI project, provided a collaborative platform to explore innovative and scalable solutions in areas such as crop residue management, burn-free forest management, and sustainable agriculture.

    In his keynote remarks, Mr. Thilakone Sisouphanh from the Ministry of Agriculture and Environment underscored the urgency of the challenge:

    “If you don’t have food for seven days, you can still survive, but without clean air, you will struggle every moment.”

    Participants reviewed the latest air quality monitoring data from stations across the country, highlighting the scale of the challenge and the need for stronger enforcement and community engagement. They also explored synergies with the Climate Protection through Avoided Deforestation (CliPAD) project, which is piloting the Provincial Deforestation Monitoring System (PDMS) — a near-real-time, satellite-based tool that helps authorities detect deforestation and forest fires quickly, enabling faster response and better prevention.

    The workshop’s open dialogue sessions enabled stakeholders to share perspectives on local priorities, identify barriers, and propose practical pilot interventions. These included strategies for improving forest fire prevention, enhancing the capacity of local authorities, and integrating cross-sector solutions that deliver benefits for both public health and environmental sustainability. By the end of the day, participants had not only developed a shared understanding of Lao PDR’s SLCP mitigation priorities but also generated a pool of potential pilot concepts ready for refinement and implementation. These initiatives will directly contribute to national clean air and climate targets while also feeding into ASEAN-wide knowledge sharing in support of the Haze-Free Roadmap, ensuring that lessons learned in Lao PDR can inspire action across the region.

    🤝 The collaborative workshop revealed something powerful: when the right voices come together -Thailand’s SEACAI team, Laos’ Climate Protection through Avoided Deforestation (CliPAD) experts, Ministry of Agriculture and Environment representatives, and development partners – innovation emerges. Participants examined Laos’ Provincial Deforestation Monitoring System (PDMS), turning complex forest data into actionable insights for forest fire management, while discovering lessons addressing Short-Lived Climate Pollutants (SLCPs) from agricultural burning and forest fires. Forest management innovations in Laos inspire agricultural transformation in Thailand and inform waste management in Cambodia, through relationships and practical solutions meaningful to real communities.

    🌿🔥 Preventing Forest Fires, Promoting Clean Air: A Joint Effort in Luang Prabang

    On August 6, 2025, Huaykhot Village in XiengNgern District, Luang Prabang Province became the meeting point for a vital mission to address a growing regional challenge like forest fires and open burning. The visit brought together representatives from GIZ Laos through the Climate Protection through Avoided Deforestation (CliPAD) project, the Southeast Asia Climate and Clean Air Initiative (SEACAI), along with the Department of Forestry (DoF), Provincial and District Agriculture and Forestry Offices (PAFO and DAFO), and local authorities.

    This field mission wasn’t just a routine visit. It was a deep listening journey and a chance to sit with communities, walk through their forests, hear their challenges, and learn firsthand how burning agricultural residues and forest fires impact their land, livelihoods, and health.

    Every year, parts of Southeast Asia suffer from thick haze due to slash-and-burn practices and uncontrolled forest fires. These activities not only destroy valuable forest ecosystems and biodiversity but also release harmful pollutants into the air, threatening the health of millions especially children, the elderly, and people with respiratory conditions. The haze doesn’t stop at borders; it’s a regional crisis that demands collective solutions.

    The goal of this visit was to explore how we can work together with communities, local government, and regional partners to reduce open burning, prevent forest fires, and shift toward more sustainable, climate-resilient land management practices. During the day, participants engaged in a traditional Lao welcoming ceremony, joined a community Q&A, trekked through local forest sites, and held dialogue sessions with the Village Forestry Management Committee (VFMC).

    Through these conversations, local voices made it clear: they care deeply about their forests and want to be part of the solution. What they need is technical support, practical alternatives to burning, and recognition of their role as frontline stewards of the environment.

    CliPAD’s ongoing work to reduce emissions from deforestation and forest degradation (REDD+) aligns closely with these needs. By linking local knowledge with regional climate and clean air strategies like SEACAI, this mission created a space for shared understanding and future collaboration.

    This visit is a reminder that climate action isn’t just about policies or programs—it’s about people. It’s about ensuring that those who live closest to the forest have the tools, resources, and support they need to protect it. It’s about clean air, healthy ecosystems, and a better quality of life for all.
